I seem to have two "Plugins" folders... one in my Eudora program
folder and the other in the Eudora data folder.

Which one contains plugins that actually do something and what, if
anything, is the use of the other folder?

Both are needed to make the program work. They are not duplicates.

On my light to moderate investigation, one seemed to hold programatic
aspects of plugins (dll's and the static part of the junkDB sounds
static) and the other data aspects, files that change (ini, junk
database, log, etc.).
